Married Lady beaten, stripped after she was caught in the act with another woman's husband

Drama played out as a married lady who has been secretly having an affair with another woman's husband was caught and disgraced.

The lady identified as Kugara was beaten up by her lover's wife, Agnes in public. The illicit affair with Agnes hubby, Shelton, reportedly came to light after the latter’s mobile phone was taken by his wife Agnes following a misunderstanding over love messages.

According to H-metro, Agnes communicated with Kugara on her husband’s mobile phone and the latter complied by visiting a hotel in their area in Zimbabwe, where she was pounced on and given a thorough beating.

Agnes said she got really angry after she discovered through their exchanged messages that the lady had slept with her husband on their matrimonial bed when she traveled.
“I discovered that she was seeing my husband behind my back at my house and her message that they were to meet led me to trap her. We just disciplined and warned her not to cheat on her husband and as well wreck other women’s marriages," Agnes said.

Trouble As Hausa Trader Kills Family Man over N30 in Lagos

There was chaos on Monday on Mojeed Sanni Street, in the Igando area of Lagos, after a 40yrs old Hausa trader, Ibrahim Adamu, allegedly killed a bus driver, Lekan Adeleke.

Some residents and friends of the victim made a bonfire on the road as they chased away all Hausa traders in the community, threatening to avenge the killing.

The men were on the rampage when policemen from the Igando division, led by the Divisional Police Officer, Olatunji Ajimuda, stormed the area.

The police team reportedly took Adeleke’s corpse to a mortuary, while the suspect, who was saved from being mobbed to death, was taken to the Area M command.

It was gathered that the deceased had bought noodles worth N230 from the suspect’s son on Sunday around 10.30pm.

He was said to have paid N200 and promised to pay the balance of N30 the following day, which didn’t go down well with the suspect’s son.

The son allegedly reported to his father, Mr. Adamu, who became angry and attacked 30-year-old Adeleke with a spiked plank.

The victim reportedly slumped and hit his head against the concrete edge of a gutter in the area.

A friend of the victim, Kehinde Akinduro, told Punch that Adeleke had actually paid the balance of N30 to the suspect’s son.

He said, “He was joking with the boy that despite being a customer, he went and reported him to his father. They started abusing each other. At this time, the son was already preparing noodles for me on the instruction of Adeleke.

“The next thing I saw was that Adamu, who was eavesdropping, brought out a spiked plank and hit Adeleke with it. I cautioned him, but he faced me and hit me in the leg. I sustained some injuries.

“When Adeleke saw that he could no longer handle the situation, he took to his heels. But the man followed him and hit him in the head as he tried to jump the gutter. He fell and hit his head against the edge of the gutter.

“When Adamu saw that he had become unconscious, he took him into his kiosk and poured water on his head. He was doing this when a large number of residents stormed the place. When he sighted them, he abandoned the man and took to his heels.”

He said the suspect, speaking in Hausa, asked his son to flee in another direction.

“The boy escaped, but we were able to get Adamu. We called the police and handed him over to them,” he added.

The mob was said to have destroyed Adamu’s kiosk and set it on fire after Adeleke died around 12am on Monday.

It was learnt that the victim and the suspect had a close relationship.

One of Adeleke’s close friends, Tunde, said the victim once protected Adamu from a robbery attack.

“But Adamu is ill-tempered,” he added.

Tunde appealed for support for Adeleke’s family members, whom he said depended solely on him.

The victim was said to have recently bought a piece of land in Ogun State where he planned to build a house to accommodate his wife and nine-year-old daughter.

A bus driver, who did not want to be identified, said the policemen from the Igando division handled the situation maturely.

“The DPO spoke with the protesters. He released N15,000 for the corpse to be deposited in a morgue,” he added.

A source said a mob invaded the Igando Police Station in a bid to lynch the suspect, hence the DPO quickly transferred the suspect to the Area M Command.

The Police Public Relations Officer, SP Dolapo Badmos, said investigations were ongoing.

One of them, SULAIMAN OLAMILEKAN, began to molest me. He accused me of discussing him, where I was only having a friendly debate with the lady beside me. I explained to him, but he ignored me and demanded I disembark, kneel down and apologise to him.
I told him I did nothing wrong to apologise. He started hitting me with a stick. The other soldiers confiscated and broke my phone, to prevent me from taking pictures. When I told them that I'd no longer proceed with the journey, they refused.
The driver drove off to some distance away from there, and I alighted and returned to Port harcourt and went straight to the Barracks to report him. His superiors pleaded that I shouldn't take the case any further; that he'd be remanded for one month, which i feel is not enough justice.
He was summoned and he confessed that i didn't do anything to have warranted his cruel action, that he was in a very bad mood. He begged me to forgive him and not take things seriously. Right now i am bedridden.
The doctor said I'm running temperature due to my high blood pressure. I am in serious pain and rendered partially immoveable. His facebook I.D is Sulaiman Olamilekan.
Please help me reach out to anybody in authority, who can fight this violence. Violence is indeed a cankerworm that has eaten us deep into every fabric of the Nigerian Army Force. Soldiers fight and protect their own, not to destroy the innocent civilians."

Police seal Ondo State House of Assembly as leadership crisis deepens

The Ondo State Police Command yesterday sealed the House of Assembly complex to avert what could have generated into a bloody battlefield. The 26-member legislature has last Friday been embroiled in a leadership tussle with both the embattled Speaker, Jumoke Akindele and Coker Malachi, laying claim to the seat.

A faction of 12-members had at the weekend purportedly unseated Akindele and elected Malachi in her stead.But at the rowdy session of the House yesterday, hell was let loose when the 14 members loyal to Akindele were pitched against the rest 12 colleagues who purportedly effected the leadership change.

It was gathered that Akindele, in the company of her 13 apologists, stormed the complex as early as 6:30 a.m. yesterday for parliamentary duties when the other faction stormed the House and disrupted the plenary, insisting that she could not perform the function having been “impeached.”

According to reports, the first female speaker in the state was rough-handled, resulting in free for all. It however, took the prompt intervention of the state Police Commissioner, Mrs. Hilda Harrison-Ibirufo, to bring the situation under control with the deployment of no fewer than 30 officers, just as she also stationed an Armoured Personnel Carrier at the entrance of the complex.

In a chat later, the chairman, House Committee on Information, Mr. Siji Akindiose, said a vote of confidence was yesterday passed on the embattled speaker and the other principal officers that were purportedly sacked. He noted that machinery had been put in place to resolve all outstanding issues.

But the Malachi faction, at a briefing, insisted that the impeachment of the principal officers for alleged fraud stands. According to its spokesman, Ogundeji Iroju, the mace is in their possession, maintaining that the Akindele group had no right to “go to the hallowed chamber to conduct the business of the day.”

He submitted that the police hierarchy in Abuja and Akure had been briefed of the change of guards, urging the police to immediately withdraw the security personnel attached to the “sacked” principal officers.

He equally warned banks from transacting business with them, warning that a breach would be seen as complicit. The Guardian however, learnt, that Governor Olusegun Mimiko and the leadership of the Peoples Democratic Party (PDP) in the state had waded into the crisis.

Mane delay disappoints Liverpool boss

Liverpool manager Jurgen Klopp admitted on Monday that Sadio Mane might miss their crunch clash with Premier League leaders Chelsea at Anfield on Tuesday, despite their best efforts to rush the Senegal star back from the Africa Cup of Nations.

The Merseysiders sent a private jet to Gabon on Sunday following Senegal’s exit from the competition, with Mane heartbroken after missing the decisive penalty in a 5-4 shoot-out quarter-final loss to Cameroon.

But problems with the flight delayed his arrival back in Britain and now Klopp will have to decide whether Mane can be on the bench against Chelsea in a match where a faltering Liverpool will kick-off 10 points behind the league leaders.

“I don’t know exactly (when he will be available),” said Klopp of Mane. “The club did an outstanding job to bring him back as soon as possible and he is now on his way.

“We thought it would be possible yesterday: we had a plane there but he was not allowed to go in the plane so we had to wait.

“He will be here tonight but I spoke to him and it is all good so far.

“He will be in tomorrow morning and we have to make a decision. We have to look in his eyes and see whatever is possible.”

Mane’s absence on international duty has coincided with a dramatic slump in Liverpool’s form that has produced just one win in seven matches (against fourth-tier Plymouth in the FA Cup) and a mere seven goals since he last appeared for the Reds in a 2-2 draw against Sunderland on January 2.

For many at Anfield, the sooner Mane — Liverpool’s joint top-scorer so far this season, is back in a red shirt the better.

But Klopp cautioned against billing the 24-year-old Mane as the saviour of a season that saw Liverpool knocked out of both the League Cup and FA Cup last week.

“It was a strange situation in the Senegal game against Cameroon and I wish not for one second he missed the penalty at the end but it happened so he is coming back,” said Klopp.

“He is a quality player. It is easier if you have him in the team or around the team than when you don’t have him. That’s fair,” the German boss added.

“But it is not that he can decide games by himself or we should expect this.

“We came through December and most of January without Phil Coutinho (sidelined for nearly seven weeks with ankle ligament damage).

“I spoke about a few reasons about why it was not good in January but I don’t want to think about the last few games any more.

“He is kind of an option for the Chelsea game. He is back at least for the Hull game and that is good for us.

“We have to decide whether we can involve him for tomorrow somehow or not.

“Everything is like it was before he left. It is a very good player back for selection, that can only be good news.”

TB Joshua Exposes Shrine Where Priests Enslave, Sleep With Vir-gins

A shocking clip about Ghana’s ‘trokosi system’ released last week by Nigerian Prophet T.B. Joshua’s YouTube channel ‘Emmanuel TV’ has gone viral.

The clip, titled ‘The Most SHOCKING Confession You May Ever Hear’, chronicles the heart-breaking ordeal of Mary Nenyo from Ghana’s Volta region and has raked up over 130,000 views in just a few days.

Emmanuel TV describes the 66-minute clip as “a bone-chillingly brutal tale of physical, mental, spiritual and s*xual slavery that will move even the stoniest of hearts to tears.”

Speaking at The Synagogue, Church Of All Nations (SCOAN) in Lagos, Nigeria, Mary narrated how her family gave her as a “vir-gin sacrifice” to Korle Shrine in order to “atone for the sin” of her great-great-grandfather which was said to be behind the curse of premature deaths occurring in the family.

“They took me to the riverside and initiated me on a journey of no return… I was then introduced to an old priest as my husband,” she recounted, explaining that all this happened in her tender infancy.

The elderly fetish priest would s*xually satisfy himself with Mary at whim along with the other 500 maidens forcefully ‘imprisoned’ in the shrine.

“The priest would just point at you. He could call us chicken, goat or cow – because we were cows to him – then, he would sleep with us just like that,” she tearfully described.
Her duties included preparing ‘charms’ for people seeking protection at the shrine and beseeching the gods that more sin be committed so more innocent virgins could be entrapped into the vicious cycle.

As Mary grew older, she broke protocol by taking ventures outside the shrine’s confines, one day being spotted Unclad by a group of foreign tourists who took her picture.

Six months later, her ‘freedom’ was procured by the foreigners in conjunction with an NGO called ‘International Needs’, leading to the release of the 500 young girls who were in ritual servitude at the shrine.

However, physical liberation did not stop Mary from a living a life of spiritual slavery. Unable to trace her real family, Mary moved to 11 different locations but continued to experience “a series of rejection, maltreatment and abuse”.

Men had an unnerving s*xual attraction for her and exploited her innocence at will. “The demons would enter the men and make them sleep with me,” she stated, adding that each promiscuous encounter was followed by dismissal and hatred from the men involved.

Plagued by terrible nightmares of snakes and increasing mental instability, Mary eventually found herself begging on the streets for survival at Madina Market in Accra. There, she finally met a ‘Good Samaritan’ and narrated her sordid story to her.

“She said that the only person would could deliver me from all those demons was Prophet T.B. Joshua,” Mary explained, adding that the lady fully paid for her journey from Ghana to The SCOAN in Lagos, Nigeria.

After Mary was ‘delivered’ from the “demons that held her in bondage”, she stayed in the church for several weeks. “Before, I never knew I was a normal human being,” she testified, stating that she could sleep peacefully for the first time in her life after prayer.

T.B. Joshua used his influence and resources to locate Mary’s long-lost mother, who was residing in Ivory Coast, and brought her to Nigeria to meet with her daughter in an emotional reconciliation.

The SCOAN additionally gave $1,500 to Mary to start her life afresh. “I have seen powers upon powers but there is a power beyond powers – the God who used Prophet T.B. Joshua to liberate me from darkness,” the former slave concluded.

The video evoked a storm of reactions, with several of Joshua’s foreign supporters calling on the Ghanaian government to take urgent steps to address the “inhumane treatment” still being experienced by victims of the Trokosi system.

Ndigbo should talk about presidency after Buhari’s tenure – Okorocha

ABUJA — Governor Rochas Okorocha of Imo State has jettisoned the call by former President Olusegun Obasanjo that the South East should contest for President in 2019, saying that it was only ripe for Ndigbo to do so after President Muhammadu Buhari has had his full eight years tenure. 

This came as the Senate Majority leader, Ahmed Lawan said that peace now reigned in the Senate caucus of the ruling All Progressives Congress,APC, following his election recently.

 Both men spoke to State House Correspondents after meeting with Acting President, Yemi Osinbajo behind closed doors yesterday at the Presidential Villa, Abuja. 

Okorocha said that there were frantic efforts to unite the party in the south east. 

He also maintained his earlier position that some governors from the region had indicated interest to join the APC.

 He said: “What I do know is that Ndigbo should talk about presidency after President Muhammadu Buhari. I think we should support this government. President Muhammadu Buhari has a tenure to work for, four years or eight years according to the zoning arrangement and everybody should follow the zoning although I am not an advocate of zoning. 

“The APC as a party is strong in the South East. We are trying to rebuild the party and redefine leadership, so there will be no confusion. As to whether the APC in the South East is in disarray as the case has always been, we want to have a united party in the South East.

” On the denial by south east governors that they have not joined APC and that he, Okorocha does not inspire any leadership, the governor said it was possible the governors were not ready yet. 

 “We are hopeful from all discussions that about two governors will be joining us in the South East to strengthen the party. Right now, we have agreed that Sen. Ken Nnamani should take a lead of the party in the South East to enable us have a common understanding, long with other leaders like Chief Jim Nwobodo.”

 “I don’t think it is true, but if it is true it is probably because it is not time. It could be because I spoke when they were not yet ready.

 “Leadership is not in question, we have agreed the Ken Nnamdi should lead. So, it is not about Rochas Okorocha, I am a governor”, he said.

 Similarly, the Senate leader told journalists that he was in the Villa to brief the Acting President on the progress made so far on the budget even as he said that the Senate was ready now to work with the Osinbajo.

 People flocking to APC because of Buhari’s performance 

Meantime, National Auditor of All Progressive Congress, APC, and the party’s governorship aspirant, Chief George Moghalu has said that the Igbo were flocking to the APC because of the wonderful performance of President Muhammadu Buhari. 

Speaking in an interview in Awka yesterday, Moghalu said Igbo had realized that the party would be the only platform that would enable them achieve their political ambition in the country.

 He said though APC was not an Igbo party, Igbo people have realized that it is a national political party with Igbo interest in its agenda. He was happy that those who denigrated the party in the past were now trooping into it because of what President Muhammadu Buhari.

 “You know we have suspended plenaries for three weeks. The idea is to have ample time to focus on the appropriation bill. The committees will start to work from this week raking the NDS on the budget defence that they need to do. 

“Secondly, you know that the Acting President is an APC Ag President of this our administration. As a new Senate Leader, it is also important that I come here to this office to tell the Acting President and our administration that the APC caucus in the Senate is now a united caucus.

 “We are ready as a caucus to support our administration. We are also ready as a Senate, that is both the APC and the minority parties, to work for the betterment of Nigerians. Our colleagues in the opposition have always been supportive and being there for the Senate to function. 

“So, the whole development is to ensure that this government delivers in its campaign promises to Nigerians by the executive and the legislature working hand in give and in a synergistic manner in that our campaign promises become real and available to all Nigerians for the betterment of the country”, he said.

PRESIDENT DONALD TRUMP TO BAN 2-YEAR ENTRY VISA FOR NIGERIANS

Except the federal government takes a proactive visa policy review,Nigerians will no longer be issued with American entry visas which have two-year validity following the Executive Order signed on Friday by President Donald Trump, TheCable can report.

Also, Nigerians who hold dual nationality will be affected if their other passport is from Syria, Iraq, Iran, Sudan, Libya, Somalia and Yemen — the seven Muslim-majority countries “of concern”.
A lot of attention has been on the temporary visa ban on citizens of the seven Muslim-majority countries, but the impact on Nigerians is far more than previously thought.

An analysis of the Executive Order by TheCable editors shows that at least two sections will affect Nigerians directly.

Nigeria currently only issues one-year multiple-entry visa to Americans, which is a non-reciprocation of the two-year visa the country issues to Nigerians.

Section 9 of the Executive Order states: “The Secretary of State shall review all nonimmigrant visa reciprocity agreements to ensure that they are, with respect to each visa classification, truly reciprocal insofar as practicable with respect to validity period and fees, as required by sections 221(c) and 281 of the INA, 8 U.S.C. 1201(c) and 1351, and other treatment. If a country does not treat United States nationals seeking nonimmigrant visas in a reciprocal manner, the Secretary of State shall adjust the visa validity period, fee schedule, or other treatment to match the treatment of United States nationals by the foreign country, to the extent practicable…”

By this provision, except the federal government quickly moves to extend the validity of Nigerian visa to Americans, Nigerians too will be issued with one-year visas.

Given that the Trump order takes immediate effect, Nigerians holding valid two-year US visa are most likely going to be affected.

Nigeria is also not reciprocating the fees charged by the American government — despite shorter visa validity.

While the US charges Nigerians $160 for a typical visit visa, Nigeria charges $180, in addition to a $35 “processing fee”.

The section on dual nationality involving seven Muslim-majority countries is not expected to affect a significant number of Nigerians because a second citizenship of Syria, Iraq, Iran, Sudan, Libya, Somalia and Yemen is not common.

Many Nigerians, including government officials, hold dual nationality with either the US or Europe.

However, Nigerians who have been to Syria, Iraq, Iran, Sudan, Libya, Somalia and Yemen in recent times may be subjected to extra immigration control with possible deportation.

THE EXECUTIVE ORDER IN FULL

PROTECTING THE NATION FROM FOREIGN TERRORIST ENTRY INTO THE UNITED STATES


By the authority vested in me as President by the Constitution and laws of the United States of America, including the Immigration and Nationality Act (INA), 8 U.S.C. 1101 et seq., and section 301 of title 3, United States Code, and to protect the American people from terrorist attacks by foreign nationals admitted to the United States, it is hereby ordered as follows:

Section 1. Purpose. The visa-issuance process plays a crucial role in detecting individuals with terrorist ties and stopping them from entering the United States. Perhaps in no instance was that more apparent than the terrorist attacks of September 11, 2001, when State Department policy prevented consular officers from properly scrutinizing the visa applications of several of the 19 foreign nationals who went on to murder nearly 3,000 Americans. And while the visa-issuance process was reviewed and amended after the September 11 attacks to better detect would-be terrorists from receiving visas, these measures did not stop attacks by foreign nationals who were admitted to the United States.

Numerous foreign-born individuals have been convicted or implicated in terrorism-related crimes since September 11, 2001, including foreign nationals who entered the United States after receiving visitor, student, or employment visas, or who entered through the United States refugee resettlement program. Deteriorating conditions in certain countries due to war, strife, disaster, and civil unrest increase the likelihood that terrorists will use any means possible to enter the United States. The United States must be vigilant during the visa-issuance process to ensure that those approved for admission do not intend to harm Americans and that they have no ties to terrorism.

In order to protect Americans, the United States must ensure that those admitted to this country do not bear hostile attitudes toward it and its founding principles. The United States cannot, and should not, admit those who do not support the Constitution, or those who would place violent ideologies over American law. In addition, the United States should not admit those who engage in acts of bigotry or hatred (including “honor” killings, other forms of violence against women, or the persecution of those who practice religions different from their own) or those who would oppress Americans of any race, gender, or sexual orientation.

Sec. 2. Policy. It is the policy of the United States to protect its citizens from foreign nationals who intend to commit terrorist attacks in the United States; and to prevent the admission of foreign nationals who intend to exploit United States immigration laws for malevolent purposes.

Sec. 3. Suspension of Issuance of Visas and Other Immigration Benefits to Nationals of Countries of Particular Concern. (a) The Secretary of Homeland Security, in consultation with the Secretary of State and the Director of National Intelligence, shall immediately conduct a review to determine the information needed from any country to adjudicate any visa, admission, or other benefit under the INA (adjudications) in order to determine that the individual seeking the benefit is who the individual claims to be and is not a security or public-safety threat.

(b) The Secretary of Homeland Security, in consultation with the Secretary of State and the Director of National Intelligence, shall submit to the President a report on the results of the review described in subsection (a) of this section, including the Secretary of Homeland Security’s determination of the information needed for adjudications and a list of countries that do not provide adequate information, within 30 days of the date of this order. The Secretary of Homeland Security shall provide a copy of the report to the Secretary of State and the Director of National Intelligence.

(c) To temporarily reduce investigative burdens on relevant agencies during the review period described in subsection (a) of this section, to ensure the proper review and maximum utilization of available resources for the screening of foreign nationals, and to ensure that adequate standards are established to prevent infiltration by foreign terrorists or criminals, pursuant to section 212(f) of the INA, 8 U.S.C. 1182(f), I hereby proclaim that the immigrant and nonimmigrant entry into the United States of aliens from countries referred to in section 217(a)(12) of the INA, 8 U.S.C. 1187(a)(12), would be detrimental to the interests of the United States, and I hereby suspend entry into the United States, as immigrants and nonimmigrants, of such persons for 90 days from the date of this order (excluding those foreign nationals traveling on diplomatic visas, North Atlantic Treaty Organization visas, C-2 visas for travel to the United Nations, and G-1, G-2, G-3, and G-4 visas).

(d) Immediately upon receipt of the report described in subsection (b) of this section regarding the information needed for adjudications, the Secretary of State shall request all foreign governments that do not supply such information to start providing such information regarding their nationals within 60 days of notification.

(e) After the 60-day period described in subsection (d) of this section expires, the Secretary of Homeland Security, in consultation with the Secretary of State, shall submit to the President a list of countries recommended for inclusion on a Presidential proclamation that would prohibit the entry of foreign nationals (excluding those foreign nationals traveling on diplomatic visas, North Atlantic Treaty Organization visas, C-2 visas for travel to the United Nations, and G-1, G-2, G-3, and G-4 visas) from countries that do not provide the information requested pursuant to subsection (d) of this section until compliance occurs.

(f) At any point after submitting the list described in subsection (e) of this section, the Secretary of State or the Secretary of Homeland Security may submit to the President the names of any additional countries recommended for similar treatment.

(g) Notwithstanding a suspension pursuant to subsection (c) of this section or pursuant to a Presidential proclamation described in subsection (e) of this section, the Secretaries of State and Homeland Security may, on a case-by-case basis, and when in the national interest, issue visas or other immigration benefits to nationals of countries for which visas and benefits are otherwise blocked.

(h) The Secretaries of State and Homeland Security shall submit to the President a joint report on the progress in implementing this order within 30 days of the date of this order, a second report within 60 days of the date of this order, a third report within 90 days of the date of this order, and a fourth report within 120 days of the date of this order.

Sec. 4. Implementing Uniform Screening Standards for All Immigration Programs
. (a) The Secretary of State, the Secretary of Homeland Security, the Director of National Intelligence, and the Director of the Federal Bureau of Investigation shall implement a program, as part of the adjudication process for immigration benefits, to identify individuals seeking to enter the United States on a fraudulent basis with the intent to cause harm, or who are at risk of causing harm subsequent to their admission. This program will include the development of a uniform screening standard and procedure, such as in-person interviews; a database of identity documents proffered by applicants to ensure that duplicate documents are not used by multiple applicants; amended application forms that include questions aimed at identifying fraudulent answers and malicious intent; a mechanism to ensure that the applicant is who the applicant claims to be; a process to evaluate the applicant’s likelihood of becoming a positively contributing member of society and the applicant’s ability to make contributions to the national interest; and a mechanism to assess whether or not the applicant has the intent to commit criminal or terrorist acts after entering the United States.

(b) The Secretary of Homeland Security, in conjunction with the Secretary of State, the Director of National Intelligence, and the Director of the Federal Bureau of Investigation, shall submit to the President an initial report on the progress of this directive within 60 days of the date of this order, a second report within 100 days of the date of this order, and a third report within 200 days of the date of this order.

Sec. 5. Realignment of the U.S. Refugee Admissions Program for Fiscal Year 2017. (a) The Secretary of State shall suspend the U.S. Refugee Admissions Program (USRAP) for 120 days. During the 120-day period, the Secretary of State, in conjunction with the Secretary of Homeland Security and in consultation with the Director of National Intelligence, shall review the USRAP application and adjudication process to determine what additional procedures should be taken to ensure that those approved for refugee admission do not pose a threat to the security and welfare of the United States, and shall implement such additional procedures. Refugee applicants who are already in the USRAP process may be admitted upon the initiation and completion of these revised procedures. Upon the date that is 120 days after the date of this order, the Secretary of State shall resume USRAP admissions only for nationals of countries for which the Secretary of State, the Secretary of Homeland Security, and the Director of National Intelligence have jointly determined that such additional procedures are adequate to ensure the security and welfare of the United States.

(b) Upon the resumption of USRAP admissions, the Secretary of State, in consultation with the Secretary of Homeland Security, is further directed to make changes, to the extent permitted by law, to prioritize refugee claims made by individuals on the basis of religious-based persecution, provided that the religion of the individual is a minority religion in the individual’s country of nationality. Where necessary and appropriate, the Secretaries of State and Homeland Security shall recommend legislation to the President that would assist with such prioritization.

(c) Pursuant to section 212(f) of the INA, 8 U.S.C. 1182(f), I hereby proclaim that the entry of nationals of Syria as refugees is detrimental to the interests of the United States and thus suspend any such entry until such time as I have determined that sufficient changes have been made to the USRAP to ensure that admission of Syrian refugees is consistent with the national interest.

(d) Pursuant to section 212(f) of the INA, 8 U.S.C. 1182(f), I hereby proclaim that the entry of more than 50,000 refugees in fiscal year 2017 would be detrimental to the interests of the United States, and thus suspend any such entry until such time as I determine that additional admissions would be in the national interest.

(e) Notwithstanding the temporary suspension imposed pursuant to subsection (a) of this section, the Secretaries of State and Homeland Security may jointly determine to admit individuals to the United States as refugees on a case-by-case basis, in their discretion, but only so long as they determine that the admission of such individuals as refugees is in the national interest — including when the person is a religious minority in his country of nationality facing religious persecution, when admitting the person would enable the United States to conform its conduct to a preexisting international agreement, or when the person is already in transit and denying admission would cause undue hardship — and it would not pose a risk to the security or welfare of the United States.

(f) The Secretary of State shall submit to the President an initial report on the progress of the directive in subsection (b) of this section regarding prioritization of claims made by individuals on the basis of religious-based persecution within 100 days of the date of this order and shall submit a second report within 200 days of the date of this order.

(g) It is the policy of the executive branch that, to the extent permitted by law and as practicable, State and local jurisdictions be granted a role in the process of determining the placement or settlement in their jurisdictions of aliens eligible to be admitted to the United States as refugees. To that end, the Secretary of Homeland Security shall examine existing law to determine the extent to which, consistent with applicable law, State and local jurisdictions may have greater involvement in the process of determining the placement or resettlement of refugees in their jurisdictions, and shall devise a proposal to lawfully promote such involvement.

Sec. 6. Rescission of Exercise of Authority Relating to the Terrorism Grounds of Inadmissibility. The Secretaries of State and Homeland Security shall, in consultation with the Attorney General, consider rescinding the exercises of authority in section 212 of the INA, 8 U.S.C. 1182, relating to the terrorism grounds of inadmissibility, as well as any related implementing memoranda.

Sec. 7. Expedited Completion of the Biometric Entry-Exit Tracking System. (a) The Secretary of Homeland Security shall expedite the completion and implementation of a biometric entry-exit tracking system for all travelers to the United States, as recommended by the National Commission on Terrorist Attacks Upon the United States.

(b) The Secretary of Homeland Security shall submit to the President periodic reports on the progress of the directive contained in subsection (a) of this section. The initial report shall be submitted within 100 days of the date of this order, a second report shall be submitted within 200 days of the date of this order, and a third report shall be submitted within 365 days of the date of this order. Further, the Secretary shall submit a report every 180 days thereafter until the system is fully deployed and operational.

Sec. 8. Visa Interview Security. (a) The Secretary of State shall immediately suspend the Visa Interview Waiver Program and ensure compliance with section 222 of the INA, 8 U.S.C. 1222, which requires that all individuals seeking a nonimmigrant visa undergo an in-person interview, subject to specific statutory exceptions.

(b) To the extent permitted by law and subject to the availability of appropriations, the Secretary of State shall immediately expand the Consular Fellows Program, including by substantially increasing the number of Fellows, lengthening or making permanent the period of service, and making language training at the Foreign Service Institute available to Fellows for assignment to posts outside of their area of core linguistic ability, to ensure that non-immigrant visa-interview wait times are not unduly affected.

Sec. 9. Visa Validity Reciprocity. The Secretary of State shall review all nonimmigrant visa reciprocity agreements to ensure that they are, with respect to each visa classification, truly reciprocal insofar as practicable with respect to validity period and fees, as required by sections 221(c) and 281 of the INA, 8 U.S.C. 1201(c) and 1351, and other treatment. If a country does not treat United States nationals seeking nonimmigrant visas in a reciprocal manner, the Secretary of State shall adjust the visa validity period, fee schedule, or other treatment to match the treatment of United States nationals by the foreign country, to the extent practicable.

Sec. 10. Transparency and Data Collection. (a) To be more transparent with the American people, and to more effectively implement policies and practices that serve the national interest, the Secretary of Homeland Security, in consultation with the Attorney General, shall, consistent with applicable law and national security, collect and make publicly available within 180 days, and every 180 days thereafter:

(i) information regarding the number of foreign nationals in the United States who have been charged with terrorism-related offenses while in the United States; convicted of terrorism-related offenses while in the United States; or removed from the United States based on terrorism-related activity, affiliation, or material support to a terrorism-related organization, or any other national security reasons since the date of this order or the last reporting period, whichever is later;

(ii) information regarding the number of foreign nationals in the United States who have been radicalized after entry into the United States and engaged in terrorism-related acts, or who have provided material support to terrorism-related organizations in countries that pose a threat to the United States, since the date of this order or the last reporting period, whichever is later; and

(iii) information regarding the number and types of acts of gender-based violence against women, including honor killings, in the United States by foreign nationals, since the date of this order or the last reporting period, whichever is later; and

(iv) any other information relevant to public safety and security as determined by the Secretary of Homeland Security and the Attorney General, including information on the immigration status of foreign nationals charged with major offenses.

(b) The Secretary of State shall, within one year of the date of this order, provide a report on the estimated long-term costs of the USRAP at the Federal, State, and local levels.

Sec. 11. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Football legend Pele believes that Cristiano Ronaldo is the No 1 player in the world right now with Lionel Messi close behind.

Pele names 10 players he thinks are the greatest of all time; "George Best, Bobby Moore, Jairzinho, Bobby Charlton, Pele, Zico, Beckenbauer, Cruyff, Zidane, Maradona."

Speaking to the Daily Mail UK, the three time World Cup winning striker thinks it is bad for football that only two names are mentioned when the world's best players are listed.

"Now you say Cristiano Ronaldo and Messi — Cristiano Ronaldo and Messi. It's not too good for football."

"At the moment the best player in the world is Ronaldo. I admire him, if I had to set up a national team he would be my first pick. But in the meantime I feel sorry because today and the last five years, you just mention two big stars. Some years ago, you had a lot of players."


He added: "Ronaldo reminds Pele of Ronaldo — the Brazilian one. The one who terrified defenders with his pace and aggression and relentless pursuit of goals. In the modern age, everyone is obsessed with comparison."

Pele who has been called the greatest of all time by some explains why he cannot argue over who is the best of all time between himself and Diego Maradona, another player called the greatest of all time by some.

"Maradona, myself, it's a little bit different than him,' he explains. 'Cristiano is higher up the pitch, more central, more direct, more for scoring.

"But what is important is he is a player who decides the game. He is a player who scores goals. That's the same.

"But we cannot compare Pele and Maradona with Cristiano because we were players who came from behind. We played deeper. He plays in front. He's more like (the Brazilian) Ronaldo. This you can compare.

"It's the same with Messi. They are two players with completely different styles. Messi is playing more from midfield, he is an excellent player and passer. But Ronaldo is more forward, the No 9, the striker. He has a different style to Messi."

Messi and Ronaldo have shared the World Player of the Year title in its various forms for eight years, since Kaka won in 2007.

Ronaldo is 31 and Messi 28, and their days at the top are numbered. Gareth Bale, 26, and Neymar, 24, are believed by many as the best players after them.

Antonio Conte gives Branislav Ivanovic no guarantee of Chelsea future

Antonio Conte has offered no guarantees over Branislav Ivanovic’s future at Chelsea and said the defender will not start Saturday’s FA Cup tie against Brentford, with Zenit St Petersburg having expressed an interest in luring him to Russia.

Ivanovic has not started a Premier League game since the defeat at Arsenal towards the end of September, having lost his place in Conte’s 3-4-3 formation to Victor Moses. The 32-year-old, who has entered the final six months of his contract, was included in the starting lineup for the third-round victory over Peterborough but was omitted from the matchday squad against Hull City last Sunday.

He will not start on Saturday having apparently failed to play a full part in training with the first team, though Conte has indicated Ivanovic is not injured. Zenit are understood to be willing to grant the former Lokomotiv Moscow defender a deal to 2019, with English clubs, including West Bromwich Albion, also monitoring his availability.

Ivanovic has been at Stamford Bridge for nine years. He has won two Premier League titles, three FA Cups, a League Cup, a Champions League and scored the winning goal in a Europa League final. “This season Ivanovic has played with me,” Conte said. “He has been in the starting XI. When I switched to three at the back, something changed, for sure, I have to make decisions as I can pick only 11 players. But, until now, he’s always involved in our squad.

“For sure, about this situation it’s better to talk with the player, no? To know if there are different ideas, different visions for the future to the present. To reply for another person is not the right thing to do.”

Chelsea are expected to return to Celtic with an improved offer for their Scotland goalkeeper Craig Gordon, having had a bid worth about £3m rejected. If it’s not possible, Begovic stays with us until the end of the season. Then we’ll evaluate his situation right away. I’m very happy with his commitment, his behaviour on and off the pitch. He’s also very important in the changing room for me. Only if we have a good substitution [replacement] can he go. Otherwise he stays here.”

Trump signs 'extreme vetting' executive order for people entering the US

Trump announced and signed executive action that has widely been reported as a temporary ban on refugees and immigrants from Muslim-majority countries

The United States will impose draconian new “extreme vetting” measures for people entering the country, as part of an attempt by Donald Trump to “keep radical Islamic terrorists out”.

“We are establishing new vetting measures, to keep radical Islamic terrorists out of the United States of America,” the president said on Friday, during a visit to the Department of Defense. “We don’t want ‘em here. We want to ensure we aren’t admitting into our country the very threats that our men and women are fighting overseas.”

Trump gave no further details on the executive action, titled “Protecting the Nation from Terrorist Attacks by Foreign Nationals”, which he announced and signed on Friday. However, it has been widely reported that the order would enact a temporary ban on refugees and suspend visas to immigrants from seven Muslim-majority countries.

This would fulfil his vow to limit Muslim immigration to the United States, which he made while campaigning for the White House.

“We only want to admit those into our country who will support our country and love deeply our people,” Trump said.

A draft of the Trump administration’s executive order reviewed by the Guardian on Wednesday, characterized its purpose as “[to] prevent the admission of foreign nationals who intend to exploit the United States immigration laws for malevolent purposes”.

The draft included a 120-day ban on refugees being resettled in the US and an indefinite ban on the resettlement of Syrian refugees. It would also cap the total number of refugees entering the US in 2017 to 50,000 – more than half the previous year’s figure of 117,000.

The draft indicated that visas would be suspended to people from Iraq, Libya, Somalia, Sudan, Syria, Yemen and Iran for the next 30 days.

But an analysis of terrorist attacks on US soil between 1975 and 2015, published by the Cato Institute, found that foreign nationals from those seven countries named in Trump’s draft executive order have killed zero Americans.

As a candidate, Trump repeatedly vowed to bar entry to refugees fleeing war-torn Iraq and Syria. He also called for “a total and complete shutdown” of Muslim immigration to the US, a proposal that was met with widespread condemnation from both political parties.

Trump administration officials have continued to insisted that his actions are not targeted at Muslims or any one faith. The president has himself said non-Muslim religious minorities would be prioritized for entry to the US. During an interview with the Christian Broadcasting Network on Friday, Trump said his administration would place an emphasis on helping persecuted Christians in the Middle East and North Africa.

“They’ve been horribly treated,”, Trump said. “Do you know if you were a Christian in Syria it was impossible, at least very tough to get into the United States?”

“If you were a Muslim you could come in, but if you were a Christian, it was almost impossible, and the reason that was so unfair,”, he falsely asserted.

“Everybody was persecuted in all fairness, but they were chopping off the heads of everybody, but more so the Christians. And I thought it was very, very unfair”.

Although Isis has targeted members of religious minorities in Syria and Iraq, including Christians and Yazidis, the vast majority of their victims have been Muslim.

The president also signed an executive memorandum he said would begin the rebuilding of the US military by “developing a plan for new planes, new ships, new resources and new tools for our men and women in uniform.”
